Rear gas tank straps

I'm replacing the fuel pump and I'm having trouble getting the rear strap bolt loose. There's a nut on the inside of the frame and it's preventing me from finishing out the bolt. It just keeps on spinning with the nut on. I'm wondering how to reach the nut and get the bolt out. Help please

I have the same problem except the nuts on mine are rusted to the bolt so I was gonna break my bolts off and get new straps from a junkyard

so should I cut the bolt and try to find a new bolt or what?
