Can't Get Into Programming Mode: 2002 Crew 4X4 Auto

i bought this truck about a month ago and it came with a key fob that won't work the locks even with a fresh battery... i figured it might need to be re-programmed but i can't get it into programming mode. i tried holding the unlock button down while turning the key on,off,on,off but it won't cycle the locks after i do that.

do i need to take this to the dealer?

it appears that i do have a module and i've followed the programming instructions exactly. could i have a bad module? is there any way for me to troubleshoot that without buying a new module first? could it be a fuse?

it may not be talking to the class 2 serial data. its hard to test without a second module. I dont even think the tech 2 will talk to it because it does some pretty basic stuff.
